Do you believe they should be deprived of a parent who has enough time for them?

I will say this one more time as simply as I can. If you can't provide for kids, you shouldn't produce them. "Providing" means some combination of time, money, education, commitment, love, skills, and support systems. You can't reasonably expect others to provide for them. You can reasonably expect others to not harm them but not to provide for them.

As for your fifteen hour work day, you can choose to be employed elsewhere, somewhere closer or where you can telecommute or work the hours the kids are in school or asleep. Or you can make arrangements with family members or friends or a co-op to fill in that particular gap. Or you can find ways to improve the quality of time available with the kids to compensate for the lack of quantity. There are plenty of things you can do short of expecting the government to subsidize you or regulate your employer to subsidize you. If your first option is to expect the government to help you, you tend not to think of them. And if you're not self-sufficient, you likely will not raise your kids to be self-sufficient, and then the cycle continues.
