The reason the 90/10 ethanol was first introduced wasn't to boost mileage but to have cleaner exhaust.

Oxygenated fuels, whether using MTBE or ethanol, did result in cleaner exhaust in the cars of yesterday. New vehicles have such sophisticated and powerful computer controlled engine management systems that they run essentially pollution free regardless of the fuel blend that's burned.

Boutique fuel blends are no longer necessary and doing away with them would both lower prices and help to alleviate shortages that occur when gas from one area cannot be used in another..
