The ammonia is in dilute solution in the waste water. It is probably not worth the expense in money and energy trying to get every last molecule.

The new permit allows the refinery’s average ammonia discharge to increase from 1,030 pounds per day to 1,584 pounds per day. An increase of 554 pounds, How much should be spent to recover that extra 554 pounds? US Environmental Protection Agency guidelines would allow as much as 3,358 pounds per day -- more than double the refinery’s newly permitted ammonia discharge limit.

How does 554 pounds compare to run off from nearby farms?
Will 554 pounds kill Lake Michigan?

Notice that the permit was issued by the State of Indiana and most of the squawking is by politicians in Illinois.
