Instead of a point by point breakdown, I will comment on this one.

"4. You have to believe that there was no art before federal funding."

Now Taro, I thought you were better educated than that. You have to be aware that much of the existing art, especially paintings and sculpture, was funded by either the Catholic church or by rich patrons. If the artist could secure enough of that work, then they could practice and develop their technique by doing other stuff. But their bread and butter was paid for by the equivalent of federal funding.
