re: The choices as voters don't directly implement any restrictions on fuel usage or provide any incentive to use less fuel. The "choices" were polls, not votes. The point of the article was that collectively we make decisions that require personal sacrifice for the collective good. As long as everyone shares the same rules. Self-regulation trumps the free market.
