couldn't find who supplies costco gasoline. but found this older article , it appears costco buys on spot market. In other words they are buying from whom ever is willing to sell at market price. No idea of how costco controls additivies into their gasoline unless at the store pump. I doubt each location is storing gasoline additive to blend at the pumps. Rather you may be getting what ever is available on the spot market that meets federal minimum standards.

i assume buying on spot market is a contract to purchase x barrels of oil via truck. I doubt costco has their own terminals or terminalling agreements with oil companies.
