In the American medical system, insurance companies reward doctors for giving worse care.

My doctor in S. Cal. had the clinic he worked at bought by an HMO. He was newly required to treat a certain number of patients and hour, five if I remember correctly. Visiting him was like going to a speed dating session after that. He was rewarded by the insurance company for finding reasons to DENY care - which he rebelled against, but not all doctors in his clinic did, for the bucks.

I really don't think the government could do any worse, based on the way they run Medicare now.
