Besides getting this figure wrong in the first place (it's 22W, since the reviewer tested the part last July 2006, before Intel introduced 12W parts), there's also a difference in measurement between this and AMD's C1E. If you read the notes, AMD assumes 35C degrees, while Intel assumes 50C degrees. Since temperature has a big affect on leakage, the two values are not comparable.
