If he used the word or not makes no difference, he indicated the threat to America was imminent. You are trying to distance the president and his administration from how he presented the case of going to war. Hey, by the way, how many in his administration said the invasion and aftermath would be a cakewalk.... Only Powell warned the President that he needed to be prepared to own Iraq if he invades. Well, that went in one ear, through an empty head, and out the other ear...as we can all well see by the current mess that is Iraq today.
