"Colin Powell says Iraq is in a Civil War. Is he an informed person who takes Iraq seriously?"

That was a while ago and like most things you have to remove a lot of context to make such statements fit into your flawed reasoning. We can definitely refer to insurgencies using the word 'civil' and 'violence'. Although some of the smaller sectarian battles take on the flavor of war they have not manifest into open warfare of one region of the country against the other. Most commonly we reserve the term 'civil war' for situations where there are two opposing armies each intending to secure a country under their idea of government. That isn't the case in Iraq ... yet.

Even if we were to stretch the idea of the current violent disputes between civil factions to make it fit some definition of civil war, your insistance that there is no National Government in Iraq, and that this 'civil war' is all that exists, even that this is what Iraq 'wants' exposes your claim as an obvious partisan extremism and fraudulent.
