Interesting indeed! I can't find the right to the best quality health care anywhere in the current U.S. Constitution.

You inference is interesting, as well. There's no indication in Richardson's statement that he finds that right in the constitution, either. Notice that he said that "every American deserves the right," not that every American HAS the right. I would take that to mean that he would propose awarding that right via constitutional amendment or by ordinary legislation, not that he imagines the right to be already in the constitution.
