I think they are playing dumb to 'play' us pinche gringos.

While playing across the street at a park in Redwood City, CA, my then 4-year-old daughter had her necklace taken by three little hispanics...Her dad rounded up the kids who replied in Spanish. Thing is, he was fluent in the language, and once he started quizzing them en espanol, they actually answered in English. Now, so many years later, government and private jobs require Spanish speakers, which excludes Americans. So the system has become badly skewed and actually promotes bilingualism. I venture to say most hispanics who've been here awhile speak and understand English, but to maintain they cannot has served them well.
