Depends on who "they" is. I agree with you that a right to paid health care is a progressive mantra and it's the default regarding what progressives mean. But you notice that Richardson didn't quite say that. I haven't looked all that closely but it seems like he's a bit to the right of the ever more progressive Dem hopefuls.

One, not necessarily Richardson, could potentially say what he said and mean a couple of other things.

One could mean that there needs to be enough qualified doctors out there or drugs and equipment available so that patients can get timely, effective service. (My dad is having to wait a month for a relatively simple procedure. And you have to schedule a colonoscopy six months in advance with my gastroenterologist.) I don't think it's moonbatty to say that patients "deserve" an assurance of timely and effective care.

One could also mean that patients deserve to not be turned away through discrimination; or arbitrariness or dodgy insurance companies. The former is, indeed, already an actual legal right. I don't think that the notion that patients deserve the latter is moonbatty.

As for Richardson, he could mean any of those things or something else I haven't considered.

Or he could be sneakily choosing his words carefully to look like he's supporting socialized medicine without actually committing to it. <gg>
