I believe Marc mentioned forming a joint venture with an oil pipe producer in the last update. If I heard Marc correctly, this might help explain why the oil pipe negotiations are still in progress. From what I understand, when the LACC process goes into a customers factory, ACHI actually has one of their own employees doing the laser work on their own machines. It was my guess that this was to protect their (ACHI's) intellectual property. (I was curious how they were going to accomplish this in far away Dubai.) Would a joint venture make it easier for ACHI to accomplish the goal of protecting their intellectual property? I don't know.
