He used chemical weapons in the Anfal campaign of 1988 - 89. Then in 1991 he fired SCUDs without chemicals into Israel and Saudi Arabia.

And this proves exactly how that he no longer possessed them at that point? Please enlighten me.

This would be a different conversation if we were speaking of someone who hadn't used chemical weapons quite copiously during the entire Iran-Iraq war. But Saddam did have them and use them then. You're not disputing that point, I hope.
