Except in this case "1 Iraq Street" has an enormous rap sheet for previously running a meth lab, and "neighbors" who knew anything were part of the drug cartel and are now safely in Venezuala along with whatever was shipped out. The FBI, whatever its suspicions, cannot pursue the investigation into Venezuala and the US government does not see any gain to making charges it cannot get evidence on.
