Because of a lack of fair income distribution among municipalities. Our public schools are failing in poorer areas, but doing great in wealthier areas. I can definitely see it in the Albany area, where the wealthy districts always perform very well, while they're just gutting the inner city schools.

Actually, to be honest, I don't see why this argument is relevant.
