So we come up with 12-13 FANs for that whole case. Do you
see that picture? And now a person comes to me and says thats
a "normal" desktop setting not overvolted - yes, sure.

Yes, but that is all due to high end graphics cards - 3 of them. Substitute low end graphics type PC with high computing needs and you can end up with typical desktop setup with 3 fans - PS, CPU, case - passive graphics. So the extra 9-10 fans are there for graphics.
