??? Apparently you haven't dealt much with HSFs. That fan blows down into the heatsink. Period.

That's the case for vast majority of HSFs, but there are some oddball ones that recommend blowing up. I had Alpha heatsink some years ago that recommended blowing up, but the performance was similar to blowing down (virtually indistinguishable).

Blowing down is generally preferable, because (especially the HSFs with oversize fans) you can cool the mobo surrounding the CPU, and get some air flow even on the memory.
