NO he's not.

In fact it is you that is acting as if it may have been a partisan thing. It was workers defrauding their employer. There is no evidence that any of the false registrations were ever going to be used, nor does it say whether they were supposedly republican or democrat. These people were getting paid per registration and they decided to create false ones in order to make more money.

There is no evidence they were trying to influence the outcome of elections.
