That piece ignores a couple of important factors. One is class. For example, the first wave of immigrants from Cuba have created very successful communities where later waves have not. The first wave was Cuba's prosperous and educated. It also ignores the self selection of immigrants. People who leave their homes to venture to a new environment are self-selected for success.
