I think that part of it is that folks are less inclined to take risk to rescue people who put themselves in peril.

Did the Iraqis put themselves in the peril they now face, or did we when we dismantled their military, their police, and their government and every other security system they had?

Is it right to completely dismantle every system a country has, disarm much of the population and leave the citizens to face the wolves alone?
