Because Bush believes we are in the "opening chapters of a great ideological struggle" where we will be fighting our enemies on multiple battlefields as far as the eye can see. Shipping more overpriced hardware to Saudi is a minor footnote in his view of the game. What resemblance that view bears to reality (and blowbacks) is another question altogether. It's not "evidence-based" reasoning so what can you do?
