He wasn't at all toothless after the Gulf war. He certainly suppressed a Shiite uprising. His Republican guard units were enough to take Kuwait and SA which really are toothless.


It doesn't just draw them, it creates them just like Japan's attack on Pearl Harbor created a lot of Americans willing to kill Japanese...


And what we were doing before the war was creating them too. Frankly anything we do barring surrender is going to be objectionable to AQ types.
