The US Congress isn't looking at an agenda which could determine the future stability or disintegration of the country into a bloody civil war.

The Iraqi parliament does. But it's good for the rest of the world to see how uninterested they are in reaching a solution that would look sustainable in western terms. Every time the White House has to report on the benchmarks, the political items are going to come up blank.
