A dubious assertion at best. There is no way to know the competitive position of unreleased chips, much less the market conditions 1 year out, much less 3.

Case in point. When the PIII was mature and the P4 was just being introduced, everyone thought that high power consumption was not a problem. So the BTX standard was conceived, cases with blowholes were developed and watercooling was thought to be the future for desktops. Intel, for example, made some investments in desktop watercooling solutions. There was talk of 150W, 180W and even 200W processors as being inevitable.

It didn't work out that way. No one has the slightest clue what the competitive environment will be in 3 years.
