Not solely, but partially yes.

George Bush is hardly solely responsible for 9-11 but he does bear some responsibility for not doing a better job of preventing it.

And i find his month long vacation after a mere six months as President while the alarm bells were ringing off the hook in the intelligence community particularly galling...
