I agree with most of your post. I also think leaving our troops in Saudi Arabia after the first Gulf War was a big factor in what we face today.

But by the time Bush took office, AQ was a well known threat and the appropriate agencies took them very seriously. Bush on the other hand didn't take them seriously until after 9-11...
