For the last 5 years, Bush has been telling us that progress is being made. If progress has been made over the last 5 years, then why is a surge even needed? Could it be that Bush was lying about all the progress?

Last I heard, millions of people have been displaced and are now in need of basic necessities...like food and water. Progress? How is progress measured?
