I think the insurgency turned out to be more robust." IOW, the US policy framework at the time was totally mistaken. So what have we done since then? We set a series of military and political benchmarks that haven't been met anyway, but if they are, they are supposed to create that sustainable stability or stable sustainability or some kind of neo-"victory" that will vindicate the whole charade. This is getting very surreal.
