I guess we're supposed to believe the modern equivalents of Francis Drake and Henry Morgan would have finished off Al Qaida by now, huh? DUH! Well yes, put a billion dollars on his head and he would have been gone a long time ago. There are any number of people and organizations that will do what ever is required for money. Just look around at the corruption in our government as an example. If I were trying to convince people RON PAUL isn't wacky, I wouldn't mention this privateer idea. Since in your ignorance you had to look up “Letters of Marque” in Wikipedia you may also want to do a Google search on mercenaries and private military contractors to find the prevalence of these organizations make the proposal quite reasonable. And as an aside, you may want to take the time to review the Constitution to see what it does and does not provides for relative to the authority of the three branches of government. But no, that pesky document that becomes so intrusive on our government's initiatives would not be something you would care to understand.
