After 911, anyone can say it wasn't taken seriously enough regardless of what they did or didn't do - since they failed to stop 911. Its pretty hard to argue the Bush administration took terrorism less seriously than the Clinton administration did. We know Tenet has had much more access to the President under Bush than Clinton.

"George Tenet and I tried very hard to create a sense of urgency by seeing to it that intelligence reports on the Al Qaeda threat were frequently given to the president and other high-level officials,"

That is Clarke butt covering. "sense of urgency" - What the hell does that mean? What concrete things did Clarke and Tenet tell them to do that would've prevented 911?
