Bureaucratic overkill of the first magnitude in communicating a simple concept results in misunderstanding and Medicare is a classic example. The "donut hole" in the drug coverage is a classic example of something no one understands. Kaiser has to send me a quarterly list of my drug purchases. A very expensive boondoggle required by the Feds.
