The "donut hole" or "gap" as the government uses is pretty simple.

I agree that the donut hole is simple. The problem is not that it's complicated but that it's unpopular. Not the same thing.

I read somewhere in the last couple of days looking at this issue that half the people covered by Medicare were simply incapable of understanding it. Which isn't very client oriented, to say the least.
