The fact that they published the Century document hardly rules out a conspiracy! What tiny fraction of the pre-planning of the whole Iraq invasion are we actually privy to? We can at best guess about it. I would say most knowledgeable people would agree that secret meetings indeed took place that may have been illegal in their operation and intention
