Do parents use infant formula because companies want them to? No, they do so for their own reasons. Its ridiculous to think parent use it because formula companies give free samples. You may think they're making bad decisions, they're just lazy, and so on. But its their decision. Trying to hamper the freedom of the makers of formula to try to make people be better parents is useless.

I personally have no doubt that breastfeeding is better. But if 3/4 of mothers in NY are not breastfeeding and if they are "negatively influencing the health of our children", what can you do about it but try to educate them otherwise?

If its really so bad, you need to be working on the parents. Do you expect formula companies to not try to sell their product? Should they print warning messages on their boxes telling parents this stuff is bad for your baby, breastfeed instead? Wait, thats probably the next plan for the health dept when their goal isn't met - lobby the legislature to make them do that.
