You didn't mention 10% in your first post. Why 10%?

But the point is your idea of "fairness" is absurd. Just being able to read the voter's pamphlet doesn't make for an informed voter. In order to vote intelligently, you have to understand (among other things) the culture of the country you are voting in and how can you possibly do that if you don't understand the language of the country?
