Shouldn't it be linked to inability to understand English rather than one's "first language" (which btw is difficult to determine for a bilingual person)? While there are lots of people who speak Spanish, Chinese, etc, I doubt there are many American citizens unable to understand English. I don't know of any and I have relatives by marriage that are hispanic, including the other set of grandparents to my grandchildren who are immigrants). Perhaps in Puerto Rico, but then that is a territory and they generally don't vote in our elections.
