Neither. Its the nature of the bridge's construction which parallels the construction of most bridges in this country built during the sixties and seventies. They knew they had a problem as early as the 1990s. They decided by 2000 that they would replace it in 2020......they thought by maintaining and inspecting the bridge yearly they could forestall disaster. They were wrong. Why did they put off replacing it? Because there are not the federal monies available. You have to get in line. Here in Seattle we have a viaduct damaged by the 2000 quake. The city wants to replace it with an underground roadway. The feds will only pick up a small portion of the cost. There was a time when the feds would pick up most of the cost. In fact, the interstates were built with mostly federal monies. Now their ramps and bridges need replacement and the feds don't have the money. Why?

As for corruption in MN, its one of the few places in this country that is still squeaky clean. The people who delayed replacing the bridge were buying time and lost. I would not be surprised if we hear of some committing suicides over this disaster. Fortunately, they were repaving the roadway and traffic was lighter than normal. Its the only saving grace is this catastrophe.
