One city devises its own immigration policy. Very civilized! Illegal immigration

The reality is that many large cities have similar policies albeit a little more piecemeal and in some cases more comprehensive (LA, NYC, SF, Chicago, Miami,etc..) Non residents can open bank accounts at Wells Fargo and Bank of America, two of the largest financial institutions in the US. Before the Alt-A and subprime market blew up, illegal aliens could buy houses on credit.
