At the time Chenney made his comment there was confusion about insurgencies. Our forces were not expecting insurgencies to be such a problem. Most people who've been following it, now know there are many attempts at insurgency, some from shi'ites and some from Sunnis, definitely not one. The term civil war has been used both to represent these opposing groups as well as attempts by some of these groups to rebel against the freely elected government. Where the heck have you been. The term insurgency as well as the term civil war is the best we can come up with to try to describe describe the uniqueness of the complex situation but until someone comes up with something better that's all we've got.

In the meantime, I can expect you corrupt extremists to continue lobbing language grenades back and forth as though it means something. The only thing it means to me is that our system is in a lot of trouble and we have guys like you to thank for it.
