Switchgrass is preferable to cane and corn because its cheaper.

Switchgrass can be grown unattended on land not suitable for growing food. But the cellulose in switchgrass needs to be broken down with bacteria and enzymes into sugars, which are in turn converted to ethanol by enzymes and yeast.

Current processing of sugar cane and corn is primitive, low-technology, process suitable for a capital-scarce emerging economy. It relies on sugar to ethanol conversion with yeast, with the addition of an enzyme in the case of corn. Only a small percentage of the plant is converted into ethanol. Using this simple process the best plan is the one the with highest sugar level.
