Of course it does. We may be talking past each other. I'm not suggesting we not take care of the old and the sick.

You framed Dickens as the alternative to socialism. I don't think it has to be. We have changed since Dickens. We could, in theory, at least, provide for the old and the sick without socialism. We just evolved that way but other paradigms are possible and an alternate history might have produced something different. Religious communities have often throughout history provided a collectivist net independent of the government. Tribes, which are really just extended families, have played and continue to play that role. We do have models for non-government collectivism. When someone favors a collectivist approach, the knee-jerk provider is the state but it doesn't have to be.
