Any commercial airliner can deliver a nuke. It might be a one-way trip, but that's the scary thing..

And you bet.. a sub would be perfect, if they can manage to get it into a harbor, or off-load the warhead onto a freighter at sea during a pre-arranged rendezvous.. Cocaine smugglers do it all the time and Colombian officials have discovered 4 attempts at building submersibles for hauling coke:

There are also a number of private submarines being purchased by private owners.. some with the ability to descend to 1000 feet.
