Well... my contention (consistent with the principle expressed by the "Bush Doctrine") is that sovereign countries must be RESPONSIBLE for what they allow their territory to be used for.

If a nation ABDICATES their responsibility for a particular part of their territory --- as Pakistan has with the so-called 'ungoverned Tribal Regions', North and South Waziristan, etc., where they claim that their army and police are not allowed to go, areas that pay no taxes to the government, that have no government guards at international border crossings, etc. --- then I content that said nation has abandoned sovereignty over that area.

And, if others are ATTACKED from that area, they are totally justified under international law to take defensive actions, and to attack the perpetrators.

Either a country is RESPONSIBLE for it's territory, or it ISN'T.

And, if that country maintains that it CANNOT CONTROL that territory... then it cannot complain if others are forced to act out of self-defense.
