I'm shifting gears here.

That reminds me of one of the concerns I have about socialized systems. Often they don't allow you to upgrade to a higher tier of service. Even in the US over the years we've had regulations that obviated a higher tier of service for those willing to pay for it. There's a big lobby for "fairness" defined as rich and poor getting equal service. I suppose that would solve the over head problem we were discussing but it's too high a price to pay.
