Read LINES AND SHADOWS by Wambaugh - nothing has changed. Just more bodies because more over-population on the planet. What Mexico needs is birth control, galore, and abortions, but the Catholic church stops that. So blame them.

Also, we Americans dont like to get our fingers dirty on a daily basis. We need at least most of the labor.

The current righting move to spotlight only the most criminal is an obvious propaganda ploy. Typically, they cannot deal with reality.
