Maybe you're right.
Quite a time ago at the starting of the war against iraq quants also had a hard time. On asking, they provided following answers: "We refuse from manually overriding program decisions. Even after an event - like the war or these days the central bank interventions, the strategies will take their time to reposition over the next days depending whether short-term or longer-term"...

Macro (and technical traders amongst them) do worst in this year. They took quite a hit on Thursday.
