Did McCaffrey say exactly this at the beginning of 2001?

If you mean the last speech I posted by McCaffrey - I believe he said that on July 31, 2007.

Remember his closing. He stated our armed forces are in strategic peril. He was referring to equpiment shortages that are compounding and lack of personnel, as well as morale factors due to multiple combat deployments that are scheduled much to close together.

Someone wrote and I wish I saved it that, "You can identify a Green Beret in civilian attire by his Rolex watch, his SF ring and by counting his ex-wives.
