Tango, there will be exceptions. Not every CO has extra capacity. However, as I understand it, the VAST majority of fibre deployed by telcos to date, is between normal COs, Tandem Offices, etc.

That makes sense from an engineering stand point. I do not know what the percentages/capacity utilization are between COs. However, I am confident that the current system, of dedicating a 64kbps switched voice circuit through the phone companies network while I sit at home typing this message is terribly inefficient. If the telcos could free up this wasted capacity alone, lots of bandwidth would be gotten back.
